What are the criteria that your city or region follows to decide who is eligible to social housing?

In Madrid I think there are differents criteria.
Most important is special need: to be in risk of exclusion by poverty, family situation with difficulties; women victims of gender violence; some persons with the status of political asylum...
There are a group of social houses for people with low income, but in thes past legislature the local goverment privatized them, and now is more complicated and expensive.
