Trade Union Bill
Content of workshop

Activity One- UK Trade Union legislation
Aim: To show that the Trade Union Bill is the latest in the line of anti-trade union legislation in the UK and part of a bigger ideological journey
Activity: Participants will be given a post-it note with a piece of union legislations passed in the UK. On the wall is a timeline. The participants will put their post-it note on the year/decade that they thing the legislation was passed.
There will be a group discussion of the activity

Activity Two-The Trade Union Bill
Aim: To get an overview of the Trade Union Bill.
Activity: Participants will be asked to volunteer what they know about the trade union bill, especially the contents. The suggestions will be put on flip chart paper. They will also be asked what they know their unions have been doing to prevent the Bill becoming legislation.
After all the suggestions have been made a power-point presentation will be shown to cover any contents of the Bill that the participants haven’t mentioned. The participants will then be given a table with the main parts of the Bill/Act on them and will be asked to identify the main implications for unions of each of the parts and write them in the column in the table.

Activity Three-The Trade Union Bill and the global context/ILO
Aims: To get an overview of global attack on trade union rights and how the TU Bill potentially contravenes the ILO conventions.
Activity: Participants will be given a card with the name of the country on it and will form a group. They will be asked to rank their country in terms of trade union rights or violations from top to bottom and stick their cards in the order on the wall. This will be followed by a group discussion and the correct answers. The ranking will be based on the ITUC Global Rights Index.
The second activity will be longer. The students will be given the text of the ILO conventions No 87, 98, 135 and 151. They will be put into small groups and asked to identify where they think the trade union bill could potentially contravene the conventions. They will be asked to put a summary of their answers on flip chart paper and present back to the whole group.

Activity four-Action planning
Aim: To get participants to plan action beyond the workshop
The students will be given an action plan matrix to complete that will get them to consider what they can do to try and prevent the TU Bill (or if it is already an Act then look at how they can continue to campaign against its implementation).

Target participants
The main target will be MOOC participants in UK as well as trade union officials, especially international officers and shop stewards.

Date/Place
The planned activities can be carried out with either a larger of small group. If there is a large group then participants will be split into smaller groups for the group work. Venue is UNISON office in Birmingham which is central and easily accessible. Date 1st April.

Documentation
A short video will be made with the participants consent. Photos will also be taken of the flip charts, and activities where the post-its and cards will be stuck on the wall.

Helen:

The workshop activities are creative. I gained a good deal for my own workshop from this plan. There are also similarities in the topic, as I might center my workshop around the TPP, a massive agreement that deeply affects labor (both in the U.S. and elsewhere).

I like in particular how the workshop activities encourage participants to think about how the TU Bill fits into the context of union rights explicitly. I would suggest that you have a rough "script" or discussion tips prepared for a case in which people have a hard time identifying contradictions of the Bill and ILO conventions.

For the action planning matrix, can you flesh this out a bit more (both for your uses but also to help me copy it!!). Will it have a restricted set of options from which people will pick to form their matrix. Can you provide an example? Also, on activity four in general, will the positions/ranks of participants in their respective unions influence their options in taking action beyond the workshop?

It may be worthwhile for participants, before even discussing their own individual unions actions, to address strategic issues. What can be done strategically to impede this law which adversely affects union rights? Encourage people to discuss it at a higher level before asking how they or their respective unions can take action to achieve strategic objectives. This deductive reasoning is critical also for united action.

Finally, I suggest sending some of the topics touched upon by the activities to participants a couple weeks in advance in order to facilitate more informed discussion and, ultimately, workshop outcomes.
