Where is the money taken from?

It is delightful to read such a positive article. Most of the articles I have been reading about the possible economic impact of current asylum-seekers and about the past have been negative. Since I am don't expertise of national economics and cannot judge the situation myself.

However I am worried when I see that the some of the money that is used on asylum-seekers in Europe is taken from development aid money and it looks like health care and social budgets are affected too. I don't think it is fair to cut development aid budgets, when about six million kids under the age of 5 (according to recent UNICEF statistics) are still dying from reasons that easily could be be prevented (clean drinking water, better hygiene, vitamins, vaccinations etc).
