Collaboratively supporting learning

I believe I can support and promote social learning in my organization as follows:
1. Assessing my organization's current e-learning strategy and identifying gaps and ways to fill those gaps.
2. Utilizing a common e-learning platform. In my organization - there is no one common e-learning platform - and this may contribute to the problems that we are facing re collaborative e-learning.
3. Incorporating social networks/networking into the e-learning platform. Discussion, analysis, and feedback can take place using social networks environments.

Christopher,
You mention how you would work with available tools and systems in your organization to bring in social learning. What else would you do once you had the desired systems in place? In my experience it is always tricky to get people to start interacting on a platform. In an ideal world, the community exists before you put the tool into place. But in this world, each time you put up a MOOC or a course, you have to recreate a community at the same time as you launch the course. What is your experience there?
