During this century scientific work will progress further on, perhaps answering some of the outstanding questions still remaining, but I do not think we will be able to give a satisfactory answer to why it was built at all!

There's a couple of solid theories currently out there, but - yes - it will still take a while to gather confirming evidence for them. Unfortunately, some of that evidence will be indirect, or just plain ephemeral, which will lead to even more conflicting theories!
