Refugee, a harm or not?

According to the IMF figures, refugees could be what States decide them to be: either a harm or a bargain for their economy. Considering that the developed world is aging and the public financial costs are becoming higher due to pension funds, the arrival of most young refugees in the manpower could be an occasion to enhance productivity. Why not to take advantage of that? But we can agree that no country could open the fence without keeping an eye on who enter and who not and how much they can support.
